PRACTICE

His professional practice focuses on regulatory matters, with particular emphasis on telecommunications and television content markets, as well as related areas of consumer protection and competition law. He also has extensive experience advising companies across various industries on compliance measures related to economic crimes, personal data protection, cybersecurity, and sector-specific regulation.

PROFESSIONAL EXPERIENCE

He previously served as Regulatory Affairs Manager at VTR Comunicaciones. Throughout his career, he led the design and implementation of strategies aimed at promoting public policies and legal and regulatory reforms in areas such as spectrum allocation, net neutrality, and digital terrestrial television law, among others.

He led working groups and negotiations between industry associations and administrative authorities, and managed institutional relations with government bodies, including the Ministry of Transport and Telecommunications, the National Television Council, the National Consumer Service, and the National Economic Prosecutor’s Office.

He led legal teams in connection with class actions and collective voluntary proceedings under consumer protection law, as well as in contentious and non-contentious proceedings before the Competition Tribunal.

In addition, he has extensive experience in administrative sanctioning proceedings, the processing of telecommunications concessions and permits, tariff-setting processes, and the implementation of compliance programs.

PUBLICATIONS AND PRESENTATIONS

He has delivered numerous presentations on topics including, among others, the evolution of the Chilean telecommunications market; the impact of antenna infrastructure deployment regulation on competition; the effects of the law creating the Telecommunications Superintendency; and observations on the law establishing a guaranteed minimum internet speed.
